WASHINGTON – US Senators John Boozman (R-AR) and Tom Cotton (R-AR) joined Senator Marco Rubio (RF) and 30 other Republican senators to present a joint resolution under the Congressional Review Act (CRA) to overturn the Biden administration’s 2021 final rule on the Title X family planning program, which reversed the Trump administration’s 2019 ban on the federal funding to entities that provide abortion referrals to pregnant women. The 2019 rule did not reduce Title X funding, but simply redirected it to providers who do not perform or promote abortion as part of their “family planning” practices.
“Abortion is not health care and taxpayers should not be forced to subsidize the destruction of human life,” said Boozman. “Organizations like Planned Parenthood that prioritize abortion have once again been encouraged by the Biden administration, and I am proud to join my colleagues in challenging this rule and reaffirming our commitment to the sanctity and the value of unborn children.”
“We have a responsibility to protect the most vulnerable, especially unborn children,” cotton said. “Abortion is not ‘family planning,’ and American taxpayers’ money should not be sent to organizations that view it as such.”
“The Biden administration regime is an attack on the most sacred and fundamental human right, the right to life,” said Rubio. “I will continue to protect the sanctity of life and do everything I can to ensure taxpayer dollars are not used for or promote abortion.”
The Susan B. Anthony List, National Right to Life, Family Research Council and Heritage Action support the resolution.

U.S. Representative Tony Gonzales (R-TX) introduced a companion resolution in the U.S. House of Representatives.
